FORT EUSTIS, Va. - Floating idly a few hundred yards off Fort Eustis, Va., huge clusters of decaying warships and commercial vessels sit relatively undisturbed, rusting metal islands on the James River.
Lashed together in rows, the massive gray hulks of the ghost fleet move gently with the tides. But the tranquil exterior belies what environmentalists have described as pollutant-filled bubbles waiting to burst and flood the river ecosystem
