Asean federation takes its international counterpart TSA head-on after the latter chooses to deal with individual councils

SHIPPERS in the region are at their wits' end after having been confounded by shipping lines over the long-held bone of contention between the two parties - terminal handling charges or THCs.
In a dramatic sequence of events last week, the Federation of Asean Shippers' Councils (FASC) and the Transpacific Stabilisation Agreement (TSA), a grouping of 14 major container shipping lines plying routes between Asia and the United States, clashed over THCs which have been disputed since their introduction over a decade ago
