A government minister has apologised to MPs for misleading them after The Telegraph revealed details of an £84m 'secret' cash lifeline that was handed to the Swan Hunter shipyard in December.

Adam Ingram, Defence Minister, originally told Mike Hancock MP that talks were ongoing about the support package in a parliamentary answer on January 10 when in fact they had been concluded in mid-December ......
