The Paris MoU has defined a new directory of the performances of the States of flag and the recognized organizations
The organizations that anticipate the best ones turned out are the RINA, the ABS and the DNV

The managing committee of the Paris Memorandum of Understanding on Port Is been Control (Paris MoU), the regional agreement that defines the procedures for the activity of control of the State of landing place, has adopted a new directory of the performances of the States of flag that will be applied by the next 1° July.

The new "Black, Grey and White (BGW) List" includes the entire range of the flags, from those that standard of elevated quality in matter of safety of navigation and safeguard of the human life in sea to those with insufficient performances anticipates that are considered to high risk or much elevating. The directory is based on the activity of Port Is been Control (PSC), that is the procedure with which every State he carries out in own ports controls on the foreign ships, and in particular on the total number of inspections and detainments of the ships over three years for the subject States of flag at least 30 inspections in the period.

In the "Black, Grey and White List" of the 2010 is listed 84 flags, of which 18 in the List Black, 24 in Grey List and 42 in the White List. In the 2009 flags in the directory they were 82, of which 24 in the List Black, 19 in Grey List and 39 in the White List. The States of flag with the smaller listed performances of the List Black of the 2010 are North Korea, Libya, Togo, Sierra Leone and Montenegro. Bermudas is the State of flag with the best performances classified in the White List.

Between the organizations recognized from the Paris MoU that anticipate the best standards figure Italian Registry of Shipping (RINA), the American Bureau of Shipping (ABS) and the Det Norske Veritas (DNV).

The directory of the introduced performances the next 1° July will be used in order to characterize the profile of risk of the ships and the States of flag.
