The directive council of governmental agency Spanish Puertos of the Estado has approved of the constitution and the regulations of operation of the Permanent Observatory of the Market of the Harbour Services, an organism whose institution is established by article 72 of the harbour law of reform n. 33 on August 5, 2010 and from article 123 of I decree legislative real n. 2 on September 5, 2011.
The Observatory - the president of Puertos of the Estado has commented, José Llorca - "will constitute a valid instrument in order to improve the competitiveness of our ports and in order to achieve a greater transparency in their management".
The new Observatory will be an organism of advisory character who will have the task to estimate the conditions of competitiveness in relation to the price and the quality of the harbour services and will agree the variable ones based on which to define recommendations with the objective to guarantee the free competition in the performance of the harbour services. On the base of such Puertos indications of the Estado it will draft an annual report on the competitiveness in the field of the harbour services and will realize studies and analyses that will have to allow to compare the services offered from the several operators, included those European and international ones.
The new Observatory will be presided by the president of Puertos of the Estado and will be constituted by ten representatives of the Spanish Harbour Authorities, by a representative for each of the categories of the pilots, the ormeggiatori, the tugs, the shipping agents and the shippers, from a representative of unions Coordinadora, CC.OO and UGT and from three representatives of the main organizations, associations and federations of the users of the harbour services.
