The elaboration of a general picture and a strategy to the aim is proposed also to insert "objectives of public value" in the contracts European publics besides advanced levels of innovation, as well as the application of a greater reciprocity between Member States of the EU and Third-country as regards opening of the markets. Moreover, in consideration of the fact that the access to the financings has become the single factor of greater importance in participating to the international contests of shipbuilding, the new strategy proposes some methods in order to face the problems of the access to the financings, between which making the best possible use of the opportunities of financing of the BEAUTIFUL ones and the possibility to widen of the activity of distribution of loans, mainly for relative projects to the ecocompatibili marine transports, renewable energies offshore and the modernization of the ships; in the long term to examine the opportunity of a potential provision of financing of the shipbuilding one at the expense of the EU commission, the Member States, the financial operators and the field of the marine technologies; at last, with respect to the possibility to create a public-private partnership (PPP) marine, the strategy invites the field to light examine the possibility of a specific PPP of the structure of the industry in Europe and the respect of the norms on the aids of State.
In topic of search, development and innovation, the strategy Leadership 2020 proposes that the industry developments a schedule towards a PPP at the level of the EU (Horizon 2020) dedicated to the marine search on ships to emissions zero and the high energy efficiency, on ships to zero technical incidents as well as on the emergent opportunities of market.
