Ok of the Eighth Commission of the Senate to the provisions in matter of responsibility of the pilots of the ports and of technical-nautical services



In the afternoon sitting yesterday the Commission Public works, communications of the Senate has approved of, in deliberating center and definitive way, the bill n. 2460 bringing modifications to the navigation code in matter of responsibility of the pilots of the ports and dispositions in matter of technical-nautical services.

the provision, to article 93, previews among other things that the pilot is "responsible for the damages caused from actions from it completed or made from it determined during the pilotage when she is tried that the been necessary harmful event to the ship, people or things derives from inaccuracy of the information or the indications supplied from the same pilot for the determination of the route. The responsibility of the pilot - specific the text - is however limited to the total amount of euro a million for every event, independently from the number of the damaged subjects and from the types of left been necessary, stops second remaining the responsibility of the shipowner the principles of the ordering".

the provision previews moreover that every pilot stipulates "with a suitable enterprise of assurance a contract of assurance for the liability deriving from the damages caused in the exercise of the pilotage activity, second the discipline previewed in maximal article 93 and with pairs at the best of responsibility established to according to codicil of same article 93".

Relatively to the technical-nautical services, the provision previews among other things that the obligatory nature of such services "is established and disciplined with I decree of the minister of Infrastructures and the Transports, on proposal of the Marine Authority, of understanding with the Harbour Authority where instituted, felt interested national trade associations. In case of necessity and urgency, the Marine Authority, felt the Harbour Authority where instituted, it can temporary modify the regime of obligatory nature of the technical-nautical services for a not advanced period to thirty days, extended a single time".

In the same sitting the Eighth Commission of the Senate has expressed to seem favorable to the proposal of nomination of Daniele Rossi to president of the Authority of Harbour System of introduced Mare Adriatico Centro-Settentrionale 2 November from the minister of Infrastructures and the Transports, Graziano Delrio. The AdSP will have jurisdiction on the port of Ravenna. Between the assignments covered from Rossi they figure those of manager of the Eni group and the Saipem and of managing director of the shipbuilding society ravennate Marino Rosettes.
