minister Delrio asks the shipment for the curricula of the future presidents of Authority of Harbour System



It will not be through a competition that will be selected the presidents of the new Authorities of Harbour System (AdSP) instituted with decrees in recent days legislative approved of from the Italian government ( on 29 July 2016). The provision places the management of the main ports of the Country under the control of the national executive and the minister of Infrastructures and the Transports, Graziano Delrio, evidently disposed to choose first hand those who will guide the 15 new AdSP, has decided not to entrust to a concorsuale procedure the selection of the 15 presidents who, as he recites I decree, will have to be chosen "between citizens of the Countries having members of the European Union proven experience and professional qualification in the fields of the economy of the transports and harbour".

If the harbour law of reform n. 84 of 1994 established that the presidents of the current Harbour Authorities had to be chosen in the within "of a tern of experts of maximum and proven professional qualification in the fields of the economy of the transports and harbour designated respective from the Province, from the Municipalities and the Chambers of Commerce" and named, "advance understanding with the interested Region, with decree of the minister of the Transports and of Navigation", from now on the president of the Authorities of Harbour System will be named "by the minister of Infrastructures and the Transports, understanding with the president and or the presidents of interested region".

Whoever, as some readers of our newspaper, presumed that the new one I decree introduced the figure of the president-manager will have to ricredere itself, unless pervicacemente she is not convinced that the government will behave as the board of directors of a State-company.

Today while the minister has asked which they are interested to cover the assignment to send own curricula to it. Delrio has made to publish from the Ministry an warning for the collection of manifestations of interest for the assignment of the presidents of the 15 Authorities of Harbour System. The ministry has specified that the warning, with reference to which is evidenced that "it does not have concorsuale nature", has been intentional from Delrio in order to collect qualified profiles.

I decree approved of in recent days specific definitive way that the president "is subject to the application of the discipline dictated in incompatibility matter, cumulus of employs and charges" and in the warning the shipment of interest manifestations is demanded "in order to cover full-time in via exclusive right and the role". It comes moreover sped up the shipment of the curriculum to the Secretariat of the Cabinet of the minister, within next the 4 hours 24 of september, specifying, in particular, the experiences and professional qualifications achieved in the fields of the economy of the transports and harbour, let alone for which Authorities of Harbour System it is proposed to us.

It will not be therefore an open and transparent procedure to characterize the best ones candidated, but their competences will be estimated by the minister who in its turn, before the nomination to minister of Infrastructures and of the Transports of April 2015, it did not have some experience in the fields that is called to direct. To those our readers we cannot that to restate that if the proven experience and professional qualification were not an indispensable requirement in the past it will not be not even in future.
