the Spanish Parliament has approved of the second version of decrees on the harbour job



Today, with 174 ballots to favor, 165 contrarys and eight abstentions, the Conference of the deputies Spanish has validated the regal bill that modification the national norms on the harbour job, provision that in the past few months a series of actions of protest had primed that the activity in the Spanish ports had slowed down and whose last version is approved of friday slid from the Council of Ministers.

With such decision, the Conference has established not to convert decrees in a bill and that the text is ready for being published on the Gazette and therefore in order to take effect.

The new version of I decree, that it is managed by the executive as the first drawing up of the provision was rejected two months ago from the Conference ( on 17 March 2017), it previews the liberizzazione of the assumption of the harbour workers and measures apt to do so as that the Spanish legislation is in compliance with article 49 (the right of plant) of the Treaty on the Operation of the European Union.

In particular, the last version of I decree establishes a transitory regime three-year-old in order to facilitate the passage to the new system and in order to assure that the 6,156 workers of the Sociedades Anónimas de Gestión de Estibadores Portuarios (SAGEP), the limited companies that manage the harbour job, maintain the their current rights.

The government of Madrid has sent the text of the last version of decrees to the EU commission and the executive has assured that Brussels has confirmed the conformity of the provision to the European norm.

The green light of the Parliament has newly provoked angers of the unions that have announced the performance of first actions of protest consisting in some days of strike between on 24 May and 9 june next.

The approval of I decree by the Conference - the president and in charge of the section of the harbour job of the International Transport Workers' Federation (ITF has denounced), Paddy Crumlin, he constitutes "a treason in even confronts of the Spanish harbour work and of the national interest. That to which we are assisting - has asserted Crumlin - it is a cynical one to haggle by political parties that are not worried which it is the effect on the human beings that work in these ports".
