The ports of Bari, Barletta and Monopolies are prepared to equip of the marine only door in performance of directive 65/2010 of the European Union on the formalities of declaration of the ships in arrival or departure from the ports EU. This is the objective that has set the Harbour Authority of the East with the support of the Harbour office of Bari, end that is shared by the Harbour Authorities of Patrasso, Igoumenitsa and Corfù as well as from the Region of Epirus and the Barletta-Andria-Trani Province. From the collaboration between these agencies and institutions which the Polytechnic of Bari, Centro Ricerche Diophantus of the University of Patrasso and CMCC Centro Euro-Mediterraneo on i Climatic Changes of C#lecce has been born a demand for financing, in response to the ban for the candidacy of strategic projects in the within of the European Program of Territorial Cooperation Greece-Italy 2007-2013 action transports, for the performance of the project ARGES that will allow with the involved ports to activate only and innovative services for the Mediterranean. The scope is to prepare the land for the political new of development of the territorial cooperation, to adapt in times breviums two countries to the communitarian norm, to create the conditions because the results are condivisibili and estendibili to other territories, for creating long-lasting conditions for the cooperation between two countries, to carry to value the results obtained in the time from the actors through several participations of every type, to equip the ports of advance technological instruments that complete the Port Community System (PCS) existing.

Project ARGES will be developed leaving from the realizations and from the making services part of the JOYFUL system that the Harbour Authority of the East has created and that it comes already used from almost two years in the ports of Bari, Barletta and Monopolies in order to elevate the standards of safety of the harbour areas and in order to become simpler I use it by their users - they, harbour conveyors or operators are fleeting - facilitating the informative exchange and reducing the paper formalities.

Thanks to the experiences matured in the field of the monitoring of the road traffic in sensitive areas by the Barletta-Andria-Trani Province will be moreover possible to experience the connection of street the harbour informative systems with those rear ones being realized servicings to the traffic of heavy means along the street arteries primary with the purpose to indicate covered alternative where the conditions of city traffic return the approach to the ports difficult delaying transit the Time of the goods.

An ulterior instrument that will go to enrich the offer of harbour PCS will be that creating from CMCC Centro Euro-Mediterraneo on i Climatic Changes of C#lecce for the supply of meteorological forecasts and the generation of oceanographic forecasts of detail on next the marine areas to the ports involved in the initiative, information useful to increase the conditions of safety of navigation and to at best program the routes of approach to the ports.
