German Knut Fleckenstein has said today europarlamentare, reporter of the proposal of European regulations in harbour matter, taking part to Athens to the conference anniversary of the European Sea Ports Organisation (ESPO) in the course of which he has introduced the last drawing up of the relation project on the regulations proposal on the access at the market of the harbour services and on the transparency of the financings to the ports.

Fleckenstein has specified that it cannot be to us an only legislative solution for all the European ports, date their diversity. This that is important - has emphasized - it is to assure the autonomy of the ports, to establish transparent rules and the possibility to return the ports more competitive. With respect to the autonomy of the harbour ports of call Flecknstein, announcing that the next month the proposal of regulations on the ports will be debated by the Commission Transports of the European Parliament, it has specified that the regulations speak about autonomy of the ports in establishing the rates. To such purpose the eurodeputato one has evidenced that it does not have sense that the rates practiced of the port of Barcelona are decided to Madrid so as those of the port of Koper are defined to Ljubljana.

Europarlamentare has illustrated the main points of its project of relation, that it at the market previews the total abolition of the dispositions on the access in favor of flexible organizational models. Flecknstein has been stopped in particular on the necessity to assure the transparency of the financings publics to the ports, stating the grip connection that sussiste between the regulations on the ports and clear norms on the aids of State to the ports. To such purpose it has specified that not precise date for the ballot is some on this relation since this will depend on the progresses completed on the front of the definition of new norms on the aids of State.

Moreover, specifying that the simple introduction of a threshold for the investments would not be sufficient, Flecknstein has explained that the relation project exhorts to include the ports in regulations 651/2014 of the EU commission on June 17, 2014 that declares some categories of compatible aids with the home market, with which some fields is exempted by it reporting requirement of some categories of aids.

In its participation to the conference of the ESPO, the Greek Fotis Karamitsos, assistant general manager ad interim of the Head office Mobilità and Trasporti of the EU commission, it has rimarcato the importance to launch the regulation on the ports and has exported the European politicians "not to leave that the courts make politics in yours vece".
