the Italian government has approved of a provision that favors the management of the marine space



The Council of Ministers, in the reunion yesterday, has approved of under investigation preliminary decrees legislative of performance of directive 2014/89/UE of the European Parliament and the Council, on July 23, 2014, that it institutes a picture for the planning of the marine space. The provision wants to favor the management of a particularly complex within, that marine one, on which diversified activities insist from each other.

The planning of the marine space - the Italian government has remembered - consists in establishing when and where to carry out the human activities in sea (marine fishing, aquaculture, transports, ports, marine atmosphere, marine search, offshore, shipbuilding energy naval, industries tied to the sea, marine surveillance and marine tourism) and involve all the parts interested to the sea. Moreover it is a fundamental instrument of performance of marine politics integrated (PMI) of the European Union.

The objectives of the normative participation are: to create greater coherence between the various activities that are carried out in sea; to develop to better prescribed and cross-sectional instruments (integrated marine vigilance, planning of marine space (P.S.M.), integrated management of coastal zones (G.I.Z.C.), creation of a data base and acquaintances integrated in marine within, regional marine strategies); to take advantage of in sustainable and ecologically and economically efficient way the potential one of the seas and the marine field; to avoid the duplication of the job between the various national or regional authorities of the Member States in regulation matter; to facilitate the necessary co-ordinate planning of the concurrent marine activities and the strategic management of the marine zones, that it must be elaborated and put into effect by means of a multidiscipline ecosystem approach and; to guarantee the application of the ecosystem approach, established from the directive picture of the European Union on the strategy for the marine atmosphere; to collect reliable information and comparable statistics for the elaboration of the marine policies to all the levels.

The long period objective is that to supply an opportunity in order to stimulate the increase and the occupation.

As for the governance, I decree previews the institution of an interdepartmental Table, that it defines the lines guides for the drawing up of the plans of management of the marine space, characterizing the marine areas of reference, those important earthlings for the interactions earth-sea, and of a technical Committee al Ministero of Infrastructures and the Transports with the task to elaborate for every characterized marine area, the plans of management of the marine space. The plans elaborated from the technical Committee are then subordinates to the appraisal of the Table.
