The proposals of the European Federation of the Internal Ports for the review of the net TRY
EFIP asks that in defining the threshold for the admission of the internal ports to the total net holds account also of the volumes of railway transfer
March 14, 2011
As a result of the procedure started from the EU commission in order to reexamine the methodology of planning and performance of the net TRIES (Trans-European Transport Network), today the European Federation of the Internal Ports has introduced some own observations in response to a job document on the topic elaborated from the Commission which guide for the definition of the future TRIES.
The European Federation on Inland Ports (EFIP) has restated own appreciation for the decision to reexamine politics for the net TRIES and has confirmed own support to the logic of this review that is finalized - it has specified EFIP - to the modernization of the net and its real integration in the home market, to a better connection between the east and the west that holds account of the new territories of the European Union, to the necessity to decarbonize transport and the necessity to mainly place attention to the nodes of the net (marine and internal ports, city nodes). In particular, the federation has manifested appreciation for the attention that is turned by the EU commission to the internal ports in the definition is of "Core Network" of the net is of the total net TRIES.
On the base of such considerations EFIP it has exhorted every State of the EU to communicate to the EU commission which are all the internal ports and internal the navigable ways that satisfy requirement for the inclusion in the net TRY total. Remembering that the EU commission bases own criterion for the admission of the internal ports to the total net, that is of a annual traffic at least 500,000 tons, on the volumes transported for internal navigable way, EFIP has specified to consider that of 500 000 tons a corrected threshold, but however has exhorted the Commission to take in consideration also the multimodali performances of the inland port. They would have to be taken in consideration - it has explained the federation - also the volumes of railway transfer, above all for the internal ports places on navigable ways that have a potential one of development or that they are in phase of development but that, in consideration of the current state of infrastructures, they cannot reach such threshold taking into consideration the single fluvial transport. According to EFIP, in these cases it would have to be given space to the flexibility. The federation has cited the example of the Rumanian fluvial ports on the Danube which, even if they anticipate an important seasonal traffic, in this moment enliven volumes of medium traffic of goods transported for fluvial way that they do not satisfy the criteria established from the Commission.
EFIP has exhorted the EU commission to make also ulterior clarity on the category of the "multimodali platforms" and, in particular, on the relationship between multimodali platforms and internal ports that - second the federation - currently is not clear.
Moreover EFIP has wished that the EU commission, to the action of the definition of the net TRIES is main that total, confirms own intention to take in consideration not only the single ports, but also the clusters of ports. More and more often - it has observed the federation - the internal ports work jointly in order to strengthen their role of hinterland hub regarding the great marine ports and, in some cases, the internal ports are developing cross-border cooperation activities that do not only lead in the creation of interesting synergies between the internal ports, but can place the attention and to contribute to resolve the problems of interoperabilities that can sussistere in the transboundary sections of the net IT TRY.
Between the other forward observations from the EFIP, the federation has evidenced the importance to align the equipment of the bottom of cohesion with the priorities of the net TRIES, avoiding so that in the field of the transports the deep one feeds other projects of transport and other priorities regarding those proposals and supported within this review of the net TRIES.
