In recent days the president of Freight Reunited (UIR), Alessandro Ricci, met in Brussels MEPs Deborah Seracchiani (PD) and Antonio Cancian (EPP-PDL) to confront the issue of separation between infrastructure management and the provision of rail services, a topic of relevance to European UIR considered crucial for the activities of freight.
UIR said to agree with the level of priority that the European Union has assigned to the formation of a single EU liberalized rail market able to guarantee access policies are fair, transparent and non-discriminatory and therefore in this respect, the Union Gathered Interports can only support the opportunity of reaching an effective separation of roles and functions of the operators who manage the infrastructure and rail services.
"We are aware - Alessandro Ricci explained to MEPs - the reluctance at the national level and not only move against this approach. It is true that if we wanted to include actions more easily feasible, always with a liberalized market, a first step could be in Italy, facilitate and support the creation of public-private partnership to which or to whom to sell the property in concession areas sensitive terminals currently operated by the incumbent who, by recent statements, does not consider the cargo a lucrative business. "
Commenting on the outcome of the mission, which was accompanied by Cristina Sangiorgi (Freight Sicilian Company), Ricci has stated that "the matter is complex, especially for those who gravitate around the same, and that is why the Union Freight Reunited calls for greater coordination at European level and in perspective, as proposed by Mr Serracchiani, the creation of a regulatory body that has clear potential non-partisan decision-making and therefore tax, which is essential to regulate and coordinate a market in which they would risk taking deleterious phenomena over and ungovernable anarchy. "
Ricci said he was very satisfied with the outcome of the mission, especially the ideas of work that emerged from the same and that the association represents a lymph important in the development of proposals and actions and reasonable level.
