the Council of Ministers approves of a provision of performance of the directive EU on the platforms offshore



Yesterday the Council of Ministers, on proposal of president Matteo Renzi and the ministers of the economic Development, Federica Guidi, and of the Atmosphere, the protection of the territory and the sea, Gian Luca Galletti, has approved of, under investigation preliminary to the aim to acquire the prescribed opinions, a provision that puts into effect the directive of the European Union n. 2013/30 of the European Parliament and the Council, on June 12, 2013, on safety of the operations in sea in the field of the hydrocarbons that modification directive 2004/35/CE.

"On the base of principles of action for provisional remedy and corrective, let alone on the concept of "who pollutes wage", - the Italian government in a note has remembered - the European Union has intended to harmonize the national norms of the Countries members, than in some cases, as for Italy, they were already in a position to guaranteeing high standards of safety, to the aim to prevent happening of serious incidents in the operations in sea in the field of hydrocarbons and to limit of the consequences, being implemented the system of control of the systems in order to assure a more and more efficient protection of the marine atmosphere and the coastal economies from the pollution they give hydrocarbons. The verifications previewed from I decree join to the constante monitoring of the structures already put into effect from the competent national authorities through the employment of naval means and instruments of satellite survey".

Between the main innovations introduced from the outline of I decree legislative regarding the already enforced national norm are: integration of the Italian norm in matter of safety for the offshore activities and of the relative environmental safeguard; the institution of a competent authority that individuals the responsibilities of the operator for the control of the great incidents and assets procedures for the groundbreaking appraisal of the relations on the great risks and of every other specific documentation demanded to the operators of the field and supplies to enforce the norms of the same directive also by means of inspections, investigations and actions of execution; the introduction of ulterior applicable endorsements in case of violation of the national dispositions the measures necessary adopted in compliance with the Directive let alone all in order to guarantee of the performance.

"The adoption in Council of Ministers of the directive on the platforms offshore - it has evidenced the minister of the Atmosphere, Gian Luca Galletti - returns our control still more effective on the operations in sea, to protection of the atmosphere and our coasts. Already today Italy has a norm avanzatissima, that it allows to obtain the maximum levels of safety also through the employment of ships and satellites: with this directive compiamo another important step forward, with a new authority of control and ulterior endorsements".
