The main innovations that are introduced regard, substantially, the extension to the marine ones of the discipline in protection matter of the workers in case of insolvency of the employer, of European business committee, by right of information and consultation, procedures on the lay-offs collectives and transfer of enterprise, so as to increase the level of protection of the sanctioned rights from the Paper of the fundamental rights of the European Union and to assure homogenous conditions of competition in the home market.
Moreover, in performance of European directive 844 of 2016 relative to the dispositions and safety regulations for the fleeting ships, it is approved of I decree that recepisce the European norm introducing new dispositions and safety regulations for fleeting the ships used after the transport, with the objective to prevent and to reduce incidents and lefts in sea, to improve safety in the field of the marine transport and to prevent the pollution, through a series of constructive rules to apply to the ships, with detail with regard to: relative constructive rules to the protection against the noise; relative technical rules to the rudder and its operating ability; characteristics of the shutters firebreak and tagliafumo; characteristics of the apparatus scuba gear compressed comprised in the equipment from fireman; forecasts about the presence on board of two radiotelephonic, 2-way radio apparatuses portable for every fireman; characteristics of resistance to the fire of the bulkheads and the bridges, that they must hold in consideration the risk of transmission of the heat in correspondence of the intersections and the extremities of the thermal barriers; specification of the conducts and the systems of ventilation of the ships; plans and procedures for the recovery of people from the water.
