Approved of definitively the bill of delegation to the government for the reform of the code of the nautical one from diporto



Yesterday with 335 favorable ballots, two contrarys and 72 abstainers the Chamber of Deputies has approved of the bill n. 2722, already approved of from the Senate 11 November 2014, of delegation to the government for the reform of the code of the nautical one from diporto. The bill is composed of an only article that delegation the executive to adopt you decree legislative of review and integration of the current code of the nautical one from diporto, decrees legislative n. 171 on July 18, 2005 that it has put into effect directive 2003/44/CE.

The delegation in the first place previews the review of the administrative regime and navigation of all the units from diporto, therefore it is of the floating (units of inferior length to 10 meters) that of the pleasure crafts (unit with hull between 10 and 24 meters), than of the ships from diporto (of advanced length to 24 meters however of not advanced tonnage to the 1,000 tons, used in international navigation exclusively after the chartering for tourist purposes). In particular one previews the coordination and harmonization of the norm in matter of nautical from diporto and registration of the units from diporto, to the aim to simplify the formal implementations places at the expense of the user, let alone the simplification of the administrative regime and the relative implementations to the yachting, also to the commercial aims.

Other principles preview the insertion of the culture of the sea and the instruction of the marine education in the formative plans scholastics, the institution of the day of the sea in the schools and the institution of the professional figure of the sail instructor. Other matters object of the delegation are the review of the sanzionatoria discipline, on the base of the gravity of the violations of the code, previewing severeer endorsements at the expense of which they lead unit from diporto in state of drunkness or under the narcotic effect, the update of psicofisici requirement, with particular reference to those visual and auditory, necessary ones for the attainment of the nautical license, the procedures for the approval and the installation of systems of feeding with LPG (gas of liquified oil), methane and constituents on the units from diporto of new construction or already introduced on the market.

Manifesting satisfaction for the definitive approval of the delegation for the reform of the code of the nautical one, president of UCINA nautical Confindustria, Carla Demaria, it has evidenced the twofold necessity of the launch of the provision: "on one side - it has explained - one was to overwhelm gaps of the original drawing up of 2005. The association of the Italian boat yards has then evidenced that the enforced code contains "of the real aberrations, as - has specified UCINA - the visus demanded for the release of the license, than was not as that necessary one for the automotive license, but rather assimilable to that of the airplane pilots".
