Pickering of investment banker Simmons & Company International yesterday told an audience of offshore industry leaders that exploration and production spending by 31 public oil companies is estimated to be $39.9 billion in 1999, some 31% less than 1998. These same companies spent some $57.9 billion in 1998. But oil demand in the U.S. and Europe shouldn start to grow this year

    Trico Marine Services, Inc., Houston, yesterday announced that it has received a commitment from MarAd to provide a Title XI guarantee for mortgage period financing, relating to the construction of two 230-foot deepwater supply vessels.

    With a better understanding of the consequences of ship accidents, gained through a formal computer modeling program of a ship's structural behaviour in a given situation, owners and operators could follow a risk reduction path.
