    La commissaire européenne aux Transports Loyola de Palacio aura sans conteste été l’oratrice la plus marquante de la manifestation organisée à Anvers à l’occasion du 25e anniversaire de l’OEB, l’organisation européenne des bateliers. Dans son discours, elle a passé en revue les principaux thèmes du Livre Blanc auquel la Commission européenne apporte actuellement la dernière touche, ainsi que les mesures spécifiques qui peuvent être prises au niveau européen pour stimuler ce mode de transport. Une conclusion s’impose, à savoir que la navigation intérieure est appelée à jouer un rôle de tout premier plan et ce, pour très longtemps. Mais de Palacio a surtout fait impression en reprenant la parole après les interventions de plusieurs autres orateurs et en s’engageant à introduire un permis de navigation européen à court terme.

    Fin 1998, entraient en vigueur aux Pays-Bas de nouvelles normes de nuisance sonore pour l’approvisionnement de nuit des magasins. Depuis, des recherches ont été menées pour mettre au point un véhicule hypersilencieux. La semi-remorque est désormais prête, mais pas le tracteur. La question se pose donc de savoir si un nouveau sursis sera accordé. Ce n’est pas sûr. Et des subsides pour stimuler l’achat de véhicules silencieux semblent peu probables.
