S'inspirant beaucoup de ce qui a été fait dans la plupart des autres pays européens, la stratégie retenue consiste à renforcer l'intérêt économique d'un "pavillon bis". Pour cela, la France entend refondre son registre dit des Kerguelen ou encore des TAAF (terres australes et antarctiques françaises).
