La Commission portuaire veut voir confirmée la philosophie de base du décret portuaire La Commission portuaire flamande (VHC - Vlaamse Havencommissie) sinquiète de limpact du décret-programme de fin 2001 sur le décret portuaire approuvé en 1999. Le décret-programme a en partie modifié le décret portuaire. Ces modifications ont introduit quelques zones dombre et créent une insécurité juridique pour les administrations portuaires sur un certain nombre de points. De plus, des interprétations du décret portuaire ne correspondant pas aux idées initialement formulées par la Commission portuaire sont possibles. Les problèmes concernent essentiellement le financement dinvestissements dans les ports et la répartition des responsabilités qui en découle entre les administrations portuaires, dune part, et la Région flamande, dautre part.
