    La Commission européenne se montre positive à l’égard de l’attitude des douanes américaines concernant le développement de la Container Security Initiative (CSI). La tendance à conclure des accords avec des pays individuels est poursuivie, mais les récents et nouveaux accords pourraient dans une phase ultérieure être remplacés par un accord au niveau européen. Une nouvelle concertation, cette fois-ci entre la CE et le nouveau ministère du Homeland Security, aura lieu le 4 novembre prochain. Entre-temps, l’exigence américaine selon laquelle le manifeste de cargaison doit être disponible dans les bureaux des douanes américaines 24h avant le chargement du navire reste un point de litige. Positif par contre est le fait que le Sénat américain et la Chambre des Représentants ont convenu de laisser tomber la taxe de sécurité annoncée de 15 à 20 USD par container (voir encadré).

    ExxonMobil a tout récement mis en service un nouveau centre européen de distribution (EDC) dédié pour sa division de production de films OPP, ExxonMobil Chemical Films Europe. Le centre est implanté à Aubange, dans la province du Luxembourg. L’intercommunale de développement Idelux, qui met très fort l’accent sur les projets logistiques, enregistre ainsi un nouveau succès, après entre autres l’implantation de l’EDC d’Autover à Bastogne. La gestion de l’entrepôt a été confiée au groupe de transport Jost.

    L’introduction de surcharges dites d’urgence (emergency surcharges) devient inévitable dans le secteur du transpacifique, pour compenser les coûts supplémentaires engendrés par la congestion et la situation de chaos qui règnent dans les ports de la côte ouest des Etats-Unis. Lors de sa dernière réunion, l’organisation TSA (Transpacific Stabilisation Agreement) n’est pas parvenue à réaliser un consensus entre ses membres sur un montant précis, ce qui a pour conséquence de laisser toute liberté d’action en la matière aux armements en question.
