Singapore is first in Asia to ratify ILO seafarer rights SINGAPORE has ratified what will become the first international Bill of Rights for seafarers. It is the first in Asia to commit to the provisions of the Maritime Labour Convention, 2006, which sets out minimum standards and fair working conditions for seafarers worldwide.
