Today, in the context of the examination of the bill C. 2925 of
"Reorganization of Law No. 84 of 28 January 1994 on the subject of
port governance and revival of infrastructure investments
maritime transport of general interest",
at the Transport, Post and Telecommunications Commission of the
Chamber of Deputies, the informal hearings of
representatives of the trade unions Filt-Cgil, Fit-Cisl, Uiltrasporti,
Fast-Confsal, UGL Mare e Porti and USB, but also of the Compagnia Unica
Workers in various goods "Paride Batini".
On the occasion of the hearing, Filt-Cgil highlighted that "there is
the need to upgrade the port system and to
strengthen national strategic policy coordination
logistics and transport, but - specified the organization
trade union in a note - not as envisaged in the plant of the
proposed reform". "At the heart of the critical issues
highlighted - explained Filt-Cgil - there is the expected
establishment of Porti d'Italia S.p.A., a new entity to which
significant infrastructural functions would be assigned and
management currently in the hands of the Port System Authorities. The
risks weakening the autonomy and role of the Authorities
port authorities, concentrating powers and resources in a
altering the boundary between public functions and
and open questions on the protection of the interest
public and on the management of the national port heritage. We are
also strongly concerned about the provisions that provide for the
transfer of staff from the Port Authorities to the new company,
as well as for the possible use of the resources generated by the
ports outside the needs of the individual territories".
"For us - concludes the Filt note - we need to strengthen
the role of the State in guiding and coordinating, strengthening the
operational capacities of the Port Authorities and address the main
Industry challenges, from workplace safety to replacement
generational sector, from support for port work to investments
infrastructural and logistical aspects".
