On the occasion of the start of the parliamentary process of the draft
Law reorganizing Law No. 84 of 28 January 1994 on the subject of
port governance and revival of infrastructure investments
maritime transport policies of general interest,
Federlogistica calls for the introduction of "corrective measures capable of
to make the measure even more effective". "If
the goal of arriving at a national direction of programming
appears to be an absolutely shareable priority for
coordinate investments - explained the president of the
federation, Davide Falteri, referring to the establishment of the Ports
d'Italia Spa provided for by the draft law - appears however
the issue of the instrument should be further explored
through which this function should be exercised,
assessing whether this can be done through a company
by action or by strengthening the structure
ministerial or a specific agency. On the other hand - he specified
Falteri - a company could be a solution
particularly effective if it were dedicated exclusively to
major infrastructure works, dredging and
development and conversion of waterfronts".
We also believe it is important - continued the president of
Federlogistica - a clearer definition of the methods
integration between ports and logistics, in the light of the
increasingly central role assumed by the logistics and
of the profound changes that the sector has experienced in recent years
ten years. Programming and planning must represent
the priority objective to be pursued in a modern and
integrated of the national port system. The relationship between the
new entity and the PSAs, through the programme contracts,
deserves further evaluation so that no
procedural burdens or slowdowns in the implementation of the
works, while it would be desirable to be able to consolidate models
operational activities inspired by the effectiveness demonstrated by the
commissioners in strategic works".
"What we hope for," Falteri explained
is that the new structure can guarantee the AdSP adequate
effective financial resources and operational tools, preventing the
difficulties deriving from the increase in material costs
may result in additional burdens for concessionaires and
port operators, with possible repercussions on port fees and
state fees. We also think that the text can be
further enriched with simplification-oriented rules
activities of the PSAs and the strengthening of their
managerial and operational autonomy. For our part, with the maximum
collaborative spirit, during the hearing at the competent
Parliamentary committees - concluded the president of
Federlogistica - we will illustrate our proposals, with the hope that
can contribute to a shared path and to an approval
of the reform with the widest possible consensus".
